If called with no parameters (as <code>{{t|NavRow}}</code>), inserts an empty row.
If called with one anonymous parameter (as <code>{{t|NavRow|blah blah}}</code>), inserts a header row.
If called with multiple positional parameters, the first one will be used as the row header, and the rest will be used as sub rows, eg:
