The The Bureaucracy (colloquially known as The Bee) is a massive, sprawling bureaucratic machine located in The Beehive. It was formed to help manage the rapid expansion of Golly; it is incapable of shrinking. The Bureaucracy can be extraordinarily efficient, but only when working on things it wants to do. As a result, each Golly division has their own "Bee Whisperer," someone who is an expert at convincing the bureaucracy to perform a task by convincing bureaucrats it's actually something they want to do.
